CGTN: China strives to balance dynamic COVID-19 control and economic growth

BEIJING, June 11, 2022 /PRNewswire/ — Under a people-centered development philosophy, China prioritizes people’s lives and health as the country is still pursuing a dynamic approach to ensure both epidemic control and social, economic development.

Beijing has continued to fine-tune its anti-COVID-19 approach, making it even more scientifically sound, precise and effective, so as to minimize the impact of the pandemic on economic and social development.

During President Xi Jinping’s latest inspection in southwest China’s Sichuan Province, he called for efforts in overcoming difficulties in economic development while stressing that the dynamic zero-COVID-19 approach must be unswervingly upheld.

President Xi, also general secretary of the Communist Party of China (CPC) Central Committee, started his inspection on Wednesday, and visited the cities of Meishan and Yibin.

Promoting green agricultural development

Promoting agricultural modernization was highlighted when Xi visited the village of Yongfeng. Relying on the advantages of the rice industry and technology, the village has built the largest pilot test base of new rice varieties in the province.

After learning about local efforts to advance high-standard farmland development, boost grain production and promote rural revitalization, Xi said efforts are needed to strengthen the application and training of modern agricultural science and technology and actively develop green, ecological and efficient agriculture.

“Chinese people have the confidence to keep the rice bowl firmly in our own hands,” he said, adding that it is important to ensure food security, particularly grain production.

Protecting ecological environment in Yangtze River basin

Protecting the ecological environment was another focus during Xi’s inspection tour.

Protecting the ecological environment of the Yangtze River basin is the prerequisite for promoting high-quality development of the Yangtze River Economic Belt, said Xi when he visited Sanjiangkou, where the Jinsha and Minjiang rivers converge into the Yangtze River.

The Yangtze River Economic Belt covers nine provinces and two municipalities, accounting for over 40 percent of the country’s population and economic aggregate.

China’s top leadership has called for efforts to turn the economic belt into the country’s focus for green development, the major artery for a smooth “dual circulation” of domestic and international markets, and the main force spearheading high-quality economic development.

Ensuring people’s normal life and production 

During the inspection, Xi also called for measures to facilitate employment of college graduates, promote scientific and technological innovation in enterprises, and enhance the country’s capacity for independent innovation.

The president was deeply concerned about the rescue and treatment of the people injured in the magnitude-6.1 earthquake in Ya’an of Sichuan on June 1.

He urged local authorities to make appropriate arrangements for residents affected by the quake, ensure the supply of daily necessities and make plans for recovery and reconstruction.

Speaking of recent floods and geological disasters in some parts of China, he called for early contingency preparations to safeguard people’s lives and property. He also demanded swift rescue efforts after disasters to minimize casualties and loss of property.

UAE announces 1,249 new COVID-19 cases, 977 recoveries, no deaths in last 24 hours

ABU DHABI, The Ministry of Health and Prevention (MoHAP) announced that it conducted 244,931 additional COVID-19 tests over the past 24 hours, using state-of-the-art medical testing equipment.

In a statement, the Ministry stressed its aim to continue expanding the scope of testing nationwide to facilitate the early detection of coronavirus cases and carry out the necessary treatment. As part of its intensified testing campaign, MoHAP announced 1,249 new coronavirus cases, bringing the total number of recorded cases in the UAE to 917,496.

According to the Ministry, the infected individuals are from various nationalities, are in a stable condition, and receiving the necessary care.

The Ministry added that no COVID-19-related deaths have been recorded in the past 24 hours, with the total number of deaths remaining unchanged at 2,305.

MoHAP also noted that an additional 977 individuals had fully recovered from COVID-19, bringing the total number of recoveries to 899,282.

ECA, NYU Abu Dhabi conduct research to understand COVID-19 impact on children and families

ABU DHABI, The Abu Dhabi Early Childhood Authority (ECA) has partnered with the New York University Abu Dhabi (NYUAD) to conduct a survey to understand the impact of COVID-19 on children and their families in the emirate.

Titled ‘Life During COVID: Young Children & their Families in Abu Dhabi’, the survey aimed to gain insights into what families have experienced during the pandemic, to generate research-based recommendations to improve policies, practices and response plans for future emergencies that impact child development.

According to a recent UNICEF ‘Life in Lockdown’ report (2021), there are only a few studies globally that explore the consequences of COVD-19 on children under nine years old. This Abu Dhabi-based survey targeted parents with children aged 0-8 years, in addition to conducting interviews with children aged 4-8 years. The research took place at two different time points (September 2020 and February 2021) to examine how responses changed over time. The research focused on measuring the impact of COVID-19 on several aspects, including mental and physical health, education, social interactions, work and screen time.

A total of 835 parents completed the survey, 96 percent of them were married, 75 percent were mothers, and 69 percent have a college degree. As for children of the parents surveyed, 56 percent of respondents were girls, 55 percent aged 0-3 years, and 11 were children of determination. About 52 percent of participating families were from Abu Dhabi, while 46 percent of them were from Al Ain and 2 percent from Al Dhafra. About 31 percent of respondents were UAE nationals and 69 percent of them were expatriates.

According to ECA, the research results showed significant changes in lifestyle due to the pandemic, both positive and negative. Notably, parents’ perceived risk of getting COVID-19 increased over time. However, improvements in terms of healthy eating habits, body weight, sleep quality, physical activity, and wellbeing were observed in both parents and children. The survey also found more improvements in wellbeing and physical activity for fathers compared to that of mothers who reported higher levels of stress.

“Historical pandemic research shows that staying healthy and feeling psychologically safe are some of the key challenges of living in a pandemic. Our COVID-19 research reveals that this is the area where the current pandemic has had the greatest impact in the lives of families with young children”, said Jocelyn Bélanger, Associate Professor of Psychology, NYUAD.

“The present research addresses an important gap in knowledge regarding the impact of COVID-19 on families with young children living in the Emirate of Abu Dhabi. The key takeaway from our research is that the current pandemic produced important lifestyle changes for parents and young children”, said Antje von Suchodoletz, Assistant Professor of Psychology, NYUAD.

The research also found that parents experienced greater ease with supporting their children during emergency homeschooling over time. However, the quality of parents’ relationship with their child significantly declined. While parents’ screen time remained constant across the survey’s two waves, children’s screen time increased significantly, especially for children aged 0-3.

Interviews conducted with children have indicated they felt less anxious over time. About 20 percent of parents experienced job loss during the pandemic. This percentage was stable over time. Perceived economic hardship was stable for parents with children aged 4-8 years, but significantly increased for parents with children aged 0-3.

In this regard, Hamda Mohamed Al Suwaidi, a researcher at ECA, said, “Our collaboration with NYUAD comes within efforts to strengthen partnerships with local and international organisations, institutes, universities and research centres.

“Given ECA’s role as a knowledge hub, we are supporting decision-makers by developing and disseminating research, data and evidence. This collaboration further supports our endeavors to develop and implement an effective early childhood development research ecosystem, to inform evidence-based policymaking, provide the best resources and conduct high-quality research.”

Al Suwaidi affirmed the importance of this research in identifying impacts of COVID-19 on children and their families, to enable stakeholders develop improved policies for children and address challenges facing their development. She noted the research is a cornerstone for many future studies addressing early childhood, with the aim of developing evidence-based services, programmes and policies.

ADJD discusses consolidation of judicial trends to implement Labour Law provisions

ABU DHABI, The Abu Dhabi Judicial Department (ADJD) has organised a discussion forum on the provisions of Federal Decree Law No. 33 of 2021 and its executive regulations.

The forum aimed at consolidating judicial trends and labour principles in dispute resolution, so as to enhance the efficiency, flexibility and sustainability of the labour market, while guaranteeing the rights of both parties to the contractual relationship and protecting them equally, in accordance with the provisions of the new law which came into force on 2nd February, 2022.

In his opening speech, Counsellor Ali Al Shaer Al Dhaheri, Director of the Judicial Inspection at the ADJD, explained that the discussion of the mechanism for applying the provisions of the new labour law to labour disputes aims to unify visions and adopt general principles that are likely to ensure the quality of judgements in labour cases, so that the decisions rendered by all courts and chambers on the same issues under discussion have been deliberated beforehand, in order to achieve the ADJD’s strategic objective of delivering justice fairly.

Counsellor Al Dhaheri said that achieving the justice and ensuring the quality of court decisions is one of the ADJD’s priorities, and aligns with the vision of H.H. Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs and Chairman of the ADJD, to enshrine a pioneering and developed judicial system that keeps pace with all developments, in line with the ambition of the government of Abu Dhabi to achieve global leadership.

In detail, the forum, which was held remotely via videoconference, with the participation of several judges from the Court of Cassation and the Labour Court, dealt with the new provisions introduced by Federal Decree-Law No. 33 of 2021 on the regulation of labour relations, and Cabinet Resolution No. 1 of 2022 regarding the executive regulations of this Decree-Law, in order to unify the jurisprudence in terms of interpretation of the provisions of the abovementioned Law and its regulations, and to facilitate the proper application of these provisions, so as to achieve the desired objectives of strengthening the stability of the labour market in the country and protecting the rights of all parties.

The forum also considered a number of recommendations relating to the jurisdiction of the labour court, the scope of the law and the hearing of all labour claims, regardless of their source, whether these claims are decided under the provisions of the law or the employment contract within the prescribed time limit, with an explanation of the provisions of the non-competition clause and the concepts of basic and gross salary, compensation in lieu of notice, compensation for unfair dismissal and termination of the work relationship by force of law.
